Security agencies warn of rising impersonation scam targeting investors

Security agencies have raised concern over a growing trend in which criminal elements impersonate government security personnel to defraud unsuspecting members of the public.

According to authorities, the most affected institutions include the Uganda People’s Defence Forces, Internal Security Organisation, and Uganda Police Force, although the vice has also spread to other government ministries, departments and agencies.

Officials say the impersonators pose as security officers to mislead victims into fraudulent investment schemes and business ventures, often resulting in significant financial losses. In some cases, the suspects reportedly extort money, manipulate victims, and issue threats, including acts of intimidation.

Joint security operations conducted over the past year indicate that at least 18 cases of impersonation were handled between May 2025 and April 2026. Authorities noted that the majority of these cases have been concluded and forwarded to courts of law for further management.

However, officials declined to provide details on specific cases currently before court, citing the sub judice rule, which bars public discussion of matters under judicial consideration.

Investigations further reveal that the scams have targeted a wide range of victims, including foreign investors with business interests in Uganda, such as multinational firms involved in foreign direct investment. Local businesses and individuals across different levels of society have also been affected.

Security agencies are now urging the public to exercise heightened vigilance and conduct thorough due diligence before engaging in any business transactions or investment opportunities.

They also advised that any suspected criminal activity be reported promptly to the nearest police station or UPDF unit for timely intervention.

Authorities reaffirmed their commitment to cracking down on impersonation and related crimes, warning that perpetrators will face the full force of the law.
